Subject: Anti Corruption Day-9th December 2009-Mass Rally
Importance: High
Dear all,
This message is sent to you as a reminder on heavy congestions etc relating to the mass rally tomorrow the 9th December 2009, you are therefore advised to avoid the areas and relocate your meeting locations (if any) and may come to the office earlier to avoid being 'stuck' in the middle of traffic.
Thousands Expected To Join Anti Corruption Day 9 December
Anti-corruption activists have confirmed plans to hold rallies dubbed the "Gerakan Indonesia Bersih" (Clean Indonesia Movement) to mark International Anti-Corruption Day on Wednesday 9 December. Peaceful rallies involving religious figures, entertainers and national leaders are to be held across all 33 provinces, say coordinators of the Civil Society Coalition for Anti-Corruption (MAKI), though typically only major cities will field large gatherings. In Jakarta participants are set to gather at around 12.00 pm at the national monument (Monas) from where they are expected to march to the Hotel Indonesia Circle in Jl. MH. Thamrin, Central Jakarta. Student’s associations from eighteen university campuses across Greater Jakarta have said they will join the action and will gather first in front of the Corruption Eradication Commission (KPK) in Jl. HR Rasuna Said, South Jakarta. Islamic hardliners Hizbut Tahrir have also confirmed their participation.
A number of members of the Regional Representatives Council (DPD) have also declared their intent to join the mass rally in their individual capacities, having formed an "Anti-Corruption Caucus". The DPD, in combination with the House of Representatives (DPR) constitute Indonesia’s People’s Consultative Assembly (MPR), the state’s supreme law-making body. Tomorrow’s rallies are aimed at demanding a thorough investigation of the Bank Century bailout scandal and calling for corrupt officials to be brought to justices. Police estimate that around 15,000 people are expected projected to participate. The Jakarta police have announced that they will deploy 14,000 officers, nearly half its force, to secure the following key locations:
Ø The Hotel Indonesia Circle (Jl. MH Thamrin, Central Jakarta)
Ø The “Monas” National Monument (Jl. Medan Merdeka Barat)
Ø The Presidential Palace (Jl. Medan Merdeka Utara)
Ø The “KPK” Corruption Eradication Commission (Jl. HR Rasuna Said, South Jakarta)
Ø Indonesian Police headquarters (Jl. Trunojoyo, Keb. Baru, South Jakarta).
Assessment And Advice
While there are no indications currently of civil disorder at tomorrow’s rallies (organizers have called for peaceful actions), the possibility of minor affray exists where large crowds are gathered on emotive issues.
Due to the large number of participants expected at the locations and on the routes stated above, congestion is expected in much of Central and South Jakarta. The CBD area of Jl. MH Thamrin, Jl, Jend. Sudirman, Jl. HR Rasuna Said, parts of Jl. Gatot Subroto and the Semanggi Interchange are especially liable to congestions.
Thank you
Warmest regards,
